It's a D40 Yoke with Floor Stand Combo unit. This handy yoke with floor stand takes the place of the standard yoke your D40 fixture ships with, however it has a second pivoting yoke which allows you to set the fixture on the floor without a floor base. Yoke include bolt hole for mounting clamp (not supplied).
